You can clear an outq CLROUTQ not sure if this is what you want to do.

You can write a CLP program to delete them after it has been out there so long. 
We do that with a WRKOUTQ OUTQ(BPCSOUTQ) OUTPUT(*PRINT)  copy the spool file to a data base file and parsing it.
and using the DLTSPLF command

We delete any spool file older than 10 days automatically in BPCSOUTQ if a user needs it longer they move it to a different outq.
