The short answer? Because nobody up there ever bothered to take the time to learn AS/400 security. Same reason everything is owned by SSA and that it is suggested you use group profile SSA for all BPCS users or risk losing support. Don't feel personally slighted -- as the late "Peanuts" author said, "your name just came up." Most of the other software vendors do this too, although they don't usually threaten you with loss of support for not following their security guidelines. Just set the SSA user profile so that it cannot sign on. At least SSA doesn't put their own libraries in the system portion of the library list like Help Systems does!
