Check the Event Definition (Camera Icon). Be sure that the box "Allow
Journals in Error" is NOT checked. This will prevent users from posting the
events that aren't in balance. If they attempt to post an out of balance
event, they should receive an error message "Record cannot be saved. Debit
and Credit amounts are not equal on Journal ...". I just tested this on 6.1
to verify.

An exception to this would be if your book is not defined as a balanced
book. To verify this, go to Ledger, Book and Journal Source Definition (Open
Book Icon), select the ledger, then the book to which you are posting.
Verify that the "Balanced" box is checked. If not, then entries going to
this book that are unbalanced won't be considered to be in error.
