What you are talking about can be accomplished via the use of BPCS Security 
Groups - at standard BPCS users are all a part of the group SSA which has all 
authorities inside applications.  Creating different security groups and then 
assigning users to these "modified-authority" groups allows you to limit the 
actions / modes available in some applications.  Give this a try.
