An AS/SET repository is just a collection of all BPCS files. Here is a
snippet of AS/SET Help Text about it:

Provides access to the Repository section of ADK, where Data Models,
files, and fields are defined to ADK; where the Field Reference is
maintained; where actual physical, logical, and join logical files can
be created; and where audit trails can be defined.

If you don't have AS/SET, then a repository will do you no good.  You
need AS/SET to work with it.
