We are running BPCS 6.0.02 on IBM a/s400

When using outside operations the work must be associated to a BPCS item
# xxxxx( product associated to the outside operation) on a BPCS PO #
yyyyyy.  Receive the product to inventory with your normal receipts
transactions against item xxxxx( we backflush to inventory on a shop
order- N transaction) and at the same time we use a OS transaction (
outside operation ) to receive the outside service on item xxxxx against
po yyyyy; thus giving the OK to A/P to process and cost  the service(
A/P transactions are then posted to GL).  Once the service is costed,
the PO line closes and then you close the SO.  The standard cost of the
item in our case is a rolled up standard ( cst600) from our BOM &
routers.
