Check your d113712 library, it shold have a source file named qhtmlsrc with a member called menu in it.
The browser will show that file when you pint to: http://yourAS400/

If that works Ok, add d113712/VM2.PGM to run your program.

Maibe you need to eliminate from your httpd.conf the line:

ScriptAlias /D113712P/ /qsys.lib/d113712.lib/
