It may have been based on my framework, but if I understand correctly, ETL license agreements restricted release of source. The system was funded by a consortium of public schools, where dues entitled members to internal use of source that they helped fund, but didn't give them rights to distribute. Wasn't the business model open-source within a well-defined fee-based membership, according to ETL license agreements?

The system also used the CIMS database, which if I understand correctly, even limited my use to a community holding a CIMS license, though I retained copyrights to source modules that included my work.

Anyway, that's history. I've since rewritten the menuing system. The code is new and original and I've removed all dependencies on CIMS. So if you find someone who needs such a system, it's available for license.
