I'm currious why you'd "expect" IBM i to do that? Is it part of an SQL
or JDBC specification? If not, then why not use a persistent connection, or design your own solution for navigating an 11 million row result set?
I based this on my browsing of the JDBC driver source code in jtOpen 5.0. Comments hinted that it was possible in V5R3 and onward, but it is not easy reading.

Right now I am just looking at whether Joe Plutas challenge on "do this in X" is possible in Java on the i, and if it can perform like a native approach.
