In a CGI library the AJAX pieces really need to be sent as XML. So you need
to build the XML using whatever you want. I like to do it right in the code
itself (using RPG IV operations) because in V5r5 IBM is adding "create XML"
to the language--so why bother incorporating a tool to do it today--creating
XML is pretty easy anyway.

Then you need to write to the stdout device. I know all the 3 CGI libraries
offered today (CGIDEV2, CGILIB in xTOOLS, and eRPG's SDK) include wrappers
for writing to stdout. The API itself is pretty easy as well so the tools'
wrapper procs aren't strictly necessary.

I also use the free iSockets library/service program. It does a lot of basic
CGI API wrapping so you don't need the above tools at all. But you have to
do the coding in RPG IV rather than use the tool boxes. But iSockets does
have a cool XML encoder so that the xml is properly escaped for you.
