This would be a desktop shortcut.  

you would need to create a desktop shortcut with the string stated below.  I 
think you could then place the same shortcut into STARTup and it should launch 
on boot (Don't quote me on that though as I haven't tried that)

I tried it but is not working.  I am in W2k and I am placing the command string
you told me in the URL box (Web Document Tab of  the shortcut properties).
After executing it, I have in the address:

http://"c:/Program%20Files/Internet%20Explorer/IEXPLORE.EXE"%20-k%20http://www.yahoo.com

... and the error:
The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be
experiencing technical difficulties, or you may need to adjust your browser
settings.

When I check the shortcut properties, the URL was changed to:
http://"c:/Program Files/Internet Explorer/IEXPLORE.EXE" -k http://www.yahoo.com
