It's not as simple as that.  It's rarely as simple as black and white
statements like the one above.  Each case is unique and requires a full
analysis of the business case before you can even begin to make UI
design recommendations.

For example, if you work for a Federal agency, you have to deal with
Section 508, which rigorously defines accessibility rules, and in so
doing imposes certain limitations on design choices.  In most cases,
these are relatively benign, but some of them have pretty significant
consequences, especially in the area of image maps and other types of
visual interfaces.

I'll have an article on beginning JavaScript available on the MC Press
Online website (www.mcpressonline.com) in a couple of weeks.  Next month
I'll have an article on Section 508.
