Hi Justin,

I'd start with checking the developers library list. My guess is the user
has libraries in their library list they don't have access to.

And since the criteria is *ALL files in my *LIBL, we are building a list
of files to find the * source members. And the user doesn't have access to
*ALL of the files in their *LIBL.
