Maybe I am missing something, but when I create an iProject, the dialogue has the Location right below the Project Name. Uncheck the “Use default location” and the path can be changed.

What I do is use the iProjects view:
Right-click
New
IBM iProject

I have never changed the location, but the default location is where my Workspace is located.
