Thanks everyone. Steve, I tried a -clean and this didn't fix the problem.
Everyone has spent enough time on this. I'm just going to press the E key
twice and watch for any other program that may be causing the conflict.
But let's not spend any more time on this.

is there anything else that may be capturing hotkeys? I know that I have
had many instances in the past where combinations in the editor we're being
captured by another utility or program running in the system tray.

That could very much explain why others are not able to recreate what you
are seeing...
