Yes there is - there is a predefined action called pasteOverlay.

I don't have RDi to hand ( on my phone ) but I think it's User Key actions.
Just choose action pasteOverlay and assign your shortcut key ( I think I
used a-v for Alt+v )

I'm sorry, but simply copy and paste should not be this difficult. :(
