It is a program, and it would indeed be nice to have an outline view
that worked with it.
I tried tricking RDi by setting the parser association to IleRpgSql,
but even after I shifted the source to the proper columns and inserted
exec sql, the Outline View remained empty.

Stubbornly, I then reset the parser association to sql, undid all the
changes to the source and tried the Data Perspective. Outline View
remained empty. Same thing for Database Design (part of Data Studio 4
if I recall). IBM SQL and Routine Development Perspective? Outline
View remained empty. I don't have the Data Tools Platform installed,
so I didn't test that.

Looks like an RFE to me. I know I'd like this functionality.
