That doesn't seem to be the problem. I can exit RDP, then restart it and it remembers my configurations...if I log out of Windows 7 and log back in it remembers...but when I reboot, it suddenly develops a case of amnesia (except that it does remember the workspace and that's it).

Try saving your workspace perspective, and then exit RDP. Then see if it saves your settings. I have ran into that before. It seems after it takes, it is no longer a problem. I have discovered doing change in Windows>Preference and apply does NOT WORK. I have to do APPLY & OK for it to "HOLD"...

I upgrade to Windows 7 on my work Laptop about 4-months ago. Had Windows 7 at home for about 2-years. :)
