Are you thinking of "RPG Next Gen"[1] perhaps? The author, Mihael
Schmidt, is active on these lists. Well, RPG400-L at least.

I haven't tried RPG Next Gen, but I have successfully used the iSeries
Projects feature of WDSC to do disconnected work on RPG source. I
sometimes use it even when I am connected, so that I can track my work
over a project using a non-i-based version control software.
