Site is considered non updateable -- WDSCI-L

I have WDSc set to check for updates weekly. For several weeks now, it has prompted me to install updates. The updates fail with the following message:

Problem Occurred
You cannot install in the site "file:/C:/Program Files/IBM/SDP70Shared/". It is considered non updateable.

Any ideas?
