This post should be on RPG-L, but no you haven't actually modified a CONST param.

The global variable passed in as a CONST (Reference) was modified.

This is what's know as a "side-effect". Side-effects are usually considered very, very bad things as
they are an excellent source of hard to debug errors later in the maintenance cycle.

The global nature of RPG file fields means that you must treat file I/O carefully; the same as you
would the use of other global variables.

One feature that helps considerably is using EXTFILE/LIKEREC data structures for I/O to files. Those
structures can be local to a procedure.
