I think I found the solution to the always prompting a compile. 

I just went into the Work with Compile Commands from Compile. 

I then put a question mark before the command and clicked on "Compile
using Last Compile" button and it prompts every time. 

Here it is with my make utility.

?COMPILE OBJ(&L/&N) SRCFILE(&L/&F) SRCMBR(&N) ENV(*GUI) BATCH(*NO) /*
*EVENTF SRCMBR(&N) */

Here is CRTBNDRPG
