Just check it out.

If it's in QA, it will pull from QA.
If it's in PDN, it will pull from PDN.

Now if you're asking how to do an emergency check out of the PDN copy
when there is a copy in QA, the answer is you can't.

I suggest calling Aldon to complain.

 I have my filters setup under aldon to work with programs I 
already have 
 checked out, so I basically am okay checking things from qc to 
 development, and back to qc then to prod.

developer(me) lib

 How do I get a program from prodlib, to devlib?  Right now,
