I had this same problem.  I have switched to a new workspace and it's gone 
away.  I can't recall for certain, but I think there's a setting in 
Preferences under Workbench and Startup and Shutdown which helped, but 
didn't eliminate the slow startup.  It might have been 'Compatibility 
Engine Startup Hook.'  I know the 'Building workspace' went away 
completely with the new workspace. 

By any chance is this an upgraded workspace from an earlier version of 
WDSC?  I've often wondered if that was the problem.

of my configuration folder otherwise I loose my help, and I get 
exception errors in RSE.

The other employees that use Rational in the office do not see this 
and we all have new PC's.

Has anybody else seen this type of behavior?
