I started following your directions (though I'm probably going to have to go another route since I've really hosed up my TurnOver plugin on the PC in question) but I stopped in the middle because I found an option that may do this.

On the Rational menu (Start -> Programs -> IBM Rational -> ... Lite ...) there is "Update WDSC Lite" which went on about scanning for plugins, etc. It's taking its time "Initializing the workbench." but it's worth a shot, I think.
