The first thing I would try would be Window -> Reset Perspective

On my system, if I do Windows -> Show View -> Other that view is in the 
J2EE grouping.

If you do not see it, before calling IBM, I would do Window -> Preferences 
then Workbench -> Capabilities.  This controls what views and perspectives 
you can see.  Make sure the capabilities related to web development are 
turned on.
