   You can use whatever you want for the "visual java
app" part of it, although the primary pieces of an
OpsNav plug-in are creating lists for the OpsNav
framework to display and handling actions from the
framework.
   It might be easier to replicate the OpsNav
look-and-feel with GUIBuilder, but you can do more
with WDSC.  (To be fair, the plug-in I wrote was done
three or four years ago.)
