I copied this from a previous post.  If you want more information search the 
archives with the keywords debug and scroll, there was a bit of a discussion 
about this.
 
This used to happen to me all the time.  It was fixed in the latest update,
I am on 5.1.0.2 build 20040127_1200.  It does not jump around anymore, but
the source no longer moves when using the scroll bar, you can position the
cursor but you won't see source move while you are using the scroll bar.  I
hope they fix this soon.  If you need to see the source move while you are
scrolling use the up and down arrows on the keyboard, it's inconvenient but
better than jumping all over the code.

Does anyone else have problems scrolling through RPG source code in debug
mode?  When I try to scroll up and down through my RPG source that I have in
debug mode the editor jumps all over the place up and down the source.  It
doesn't matter if I use the mouse wheel, the page up and page down buttons
or drag the scroll bar up and down.
