I discovered this just before seeing your message, but as you say it looks like we can use negative order discounts in advanced pricing to do all the calculations. Then I'm thinking we'll modify all the relevant Order Entry and Invoicing screens to show the product amounts without discount/surcharge and add it as a separate line on the invoice.

Our other thoughts were to attempt to do this as trailer charges, but those would have to be recalculated on partial shipments and we have a lot of mods that don't really support trailer charges well.

We just implemented negative discount pricing for fuel surcharge add-on
pricing. We wrote an external application to create the discount amounts
in OEP16 based on product weight. It doesn't generate a separate line
item but you can configure the customer to print the discounts separately
on the invoice ( with a little programming help).
