Other folks may have a slicker way of doing it, but:

If these people do not normally access to System21, then all you would have to do is define them to System/21 with the particular menu as their default menu (and not give them authority to any other menu). You would then have an option on your menu (the one outside of System/21) to execute a CL that would take them in to the appropriate environment in System21.

They would then get the desired menu.

On pressing F3 to exit the System21 menu they would get returned to where they were previously.
