Are you looking for a real time update, or batch process

If you want a real time solution, where orders are entered direct into
system 21 across the web then

A few years back I had dealings with a company called Seagull software
    They have a product called JWALK that creates bespoke graphical front
end to AS400 applications which are accessed via a web browser, this can be
across the web and can also be used inhouse.

    Harbinger used JWALK to create the front end for TLE/400, the EDI
package


If you want a batch update,

Then I would use the Application Interface, and populate the relevant AIP
files, as used by EDI
