It's still a requirement to specify either *INPUT or *ALL for an externally-described DS if it's to be used as the result field for an input I/O operation.

The default for an externally described DS is to only get subfields "fields in the input buffer" which (strangely) is not exactly the same as *INPUT, which means "input capable fields".

So you can either specify *INPUT or *ALL.

DCL-DS KMT EXTNAME('CS15L00105' : *INPUT) QUALIFIED END-DS ;

Or, since your data structure is qualified, you could also define it with LIKEREC, which defaults to *INPUT, and is automatically qualified.
