Data structure isn't a factor. If your file is uniquely keyed, write a
program/use SQL to create a file of empty records but with unique keys.
Then you can access records by RRN (just don't change the key!).

Something along these lines?

Dcl-F MyFile Disk Usage(*Output:*Delete) RecNo(RRNVar);
Dcl-S RRNVar Int(5);

// Build new record to add
RRNVar = 10;
Write DepartFmt; // Record overwrites RRN 10
