"Code point" roughly means the same thing as "character". Jon is
saying you can convert all the unprintables to the *same* character
using using %XLATE. I'm not sure why he suggested feeding that to
%SCANRPL. It seems to me that after %XLATE does its thing, you're
done.

In short, I believe %XLATE is the tool you are looking for, not %SCANRPL.
