I am not an IFS security expert and am trying to learn;

In the example below, I have the following questions:

1. Does QPGMR have private authority to FILE.PDF

2. Is there a need for QPGMR to have this entry as *PUBLIC has exactly what is required

3. If the OWNER was FILEOWNER, what implied authority does FILEOWNER have, if any or would authority rights be accessed vis *PUBLIC?
