I believe they are deprecated: from the memo to users:

API changes Release to release API changes Client Management Support APIs have been deprecated The Client Management Support APIs have been deprecated and will be removed in a future release. It is recommended that applications use the QIBM_QZCA_SNMPTRAP exit point to detect new clients and the snmpGet_v3(), snmpGetbulk_v3(), and snmpGetnext_v3() APIs to retrieve client information. The deprecated APIs are QZCAADDC, QzcaAddClient, QzcaGetClientHandle, QZCAREFC, QzcaRefreshClientInfo, QZCARMVC, QzcaRemoveClient, QZCAUPDC, and QzcaUpdateClientInfo.
