Indeed, this is a "nightmarish" scenario.

You cannot control what names various vendors or ISVs use for their exported procedure names. But, if you always prefix your own internally developed exported procedure names with the name of the *MODULE where they are defined (reside), that should help to avoid needless collisions with any vendor / ISV procedure names.
