At some point Stephen's program with embedded SQL got this error message.
Replacing the embedded SQL with the more complicated CLI (which probably
eventually will use the same underlying technology) and hoping the problem
will go away seems rather far-fetched.

Sort of like: "My RPG program is giving a run time error!" - "Try
programming it in C++".
