The message is a little curious - I don't see anything called "name"

Here is the sample from the updated RPG Reference -

| DCL-DS pgm_stat PSDS;
status *STATUS;
routine *ROUTINE;
library CHAR(10) POS(81);
END-DS;

The DS name is optional, I guess, but the reference says to use *N for the name.

Then I think if you need to take char(10) out of the first subfield.

So your example could be like this -

| dcl-ds *n PSDS;
Pgm *PROC;
WSID char(10) pos(244);
User char(10) pos(254);
end-ds;

When I'm converting my program status data structure from fixed format to free form, I expect this to work, but it doesn't. Is there a syntax issue, or do I just have to specify the position for these keywords?

Work-around is:

WSID char(10) pos(244);
User char(10) pos(254);
end-ds;
