FWiW I find the use of /programmer/ in that context to be misleading;
or at least I infer the intention is to suggest that the invoker, the
/user/ of the program, is required to have the noted authority via
either public, private, [supplemental] group, or special authority.?
If the difference exists\remains, perhaps worded instead as:
"9. The formatted dump performed for an OPM program requires the user
profile to have *USE authority to the program. For an ILE program or
service program, *CHANGE authority is required."
