Tab in CCSID 819 File -- RPG400-L

So I'm creating this file on the IFS. Create the file with CCSID 819. I'm
writing tab delimited fields. I thought a x'09' was a tab, but when I create
the file, it's putting a x'8D' in the file. Any ideas? Thanks...
