I am not running into this issue qsys 38 is not in my library list and I
have no custom versions of OVRPRTF

The job isn't running with QSYS38 above QSYS is it? The S/38 OVRPRTF
doesn't know anything about OPNSCOPE. Alternately, is there a custom
