My test was an RPG program calling an internal procedure repeatedly. I didn't call the program over and over, just called the program which ran in a loop and called the procedure over and over.

I wonder if this tests the problem, though? The OP was about calling C, which would be an external module. Obviously I can't call an external RPG program and get a return value, and I was most worried about internal procedures. If this is a problem specific to inter-module calls I'll have to either write a C module or an RPG service program.
