I suggest you look at Alan Campin's excellent COMPILE tool, available here:

This tool allows you to embed virtually ANY OS/400 create command, including CRTSRVPGM, into your source code. So, if you have one or modules that comprise a *SRVPGM, you can include these instructions in each of those source members and whenever anyone wants to recreate one of those source modules, they use the COMPILE command (typically via a PDM user-defined option or WDSCi or RDi user action), and it takes care of doing the "dirty work" for you.

The documentation includes how to handle "dependencies" (*PGMs or *SRVPGMs that are composed of multiple *MODULEs), etc., and also describes how to use it with PDM and WDSCi.

The only thing you have to do is to train your staff to stop using PDM option 14, or the WDSCi or RDi equivalent, and instead, always use your "CR" (Create) user-defined option that invokes the COMPILE command.
