>>> READE (RFQ# : QSTRAT_ITEM_NUMBER) RFQFOOTNPF;

I see that all of the foot notes are in the combined field, now I just
need to find out why they are not showing up in the XML document.

Writing a long '|' delimited string to an XML document seems like rather a strange approach. Why not do something like this?

<RFQ id=<!-- value of RFQ# here--> item=<!-- value of QSTRAT_ITEM_NUMBER here--> >
<footnote><!-- value of FOTNOT from first record--></footnote>
<footnote><!-- value of FOTNOT from second record--></footnote>

<footnote><!-- value of FOTNOT from nth record--></footnote>
</RFQ>
