Since CL can leave multiple nested loops via the LEAVE <label> command,
would it be safe to assume they thought this was a valid way of structure?

I completely agree. Nested loops are absolutely fine.

However, the need to LEAVE two or more nested loops in the middle is
often an indication that the loops weren't designed very well. Maybe
your code is an exception? But, frequently, it's an indication of poor
structure.
