Your boss is right... ILE doesn't provide

I respectfully disagree. Activation groups provide override scope
isolation that is virtually impossible to emulate with program calls.
There is a temptation to think of single programs is isolation from the
rest of the application, but no program is an island. Sure, you could
sort of emulate functions/procedures via program calls, but that's
ignoring the runtime, which is a very large part of the Integrated
Language Environment. Activation groups allow much more complex
application designs than OPM does.
