I don't really have any insight.  RPG just passes the RRN on to data
management; I don't know why they handle the zero RRN this way.  For
what it's worth, both OPM and ILE RPG seem to behave the same.

If you want the first record in the file, the best/fastest/clearest way
is to specify *START.
