SF99530 is a cume.  Not necessarily the latest cume.  :-)  Do the 
following:
WRKPTFGRP
The latest cume for V5R3 is:  6178 which roughly stands for 6=2006, 
178=Julian date 178 of that year

Now, I forget which release of WRKPTFGRP first started listing the cume. 
You may have to do a 
DSPPTF 5722999
Then your first one should be TL06178.

 SF99503: 530 DB2 UDB for iSeries          Level 13
 SF99314: 530 TCP/IP Group PTF             Level 8 
 SF99269: 530 Java                         Level 12
 SF99099: 530 IBM HTTP Server for iSeries  Level 11
