I agree that the infintite loop signals to the programmer to expect LEAVE
statements to exit.

  IMHO, the DOW (1=1) is much clearer, since at the beginning of the
  loop it
  is obvious that it will never end (outside of a LEAVE). As an aside,
  what
  would be the point of an infinite loop block? No one really intents
  to
  loop forever, do they? More like: Loop forever, until I get some
